Be User-Friendly
People won't like it if you're always swearing, yelling or talking bad about yourself, your site or another person. Be nice to everybody, and if you need to deal with things at least do it through piczo messages or email! Your current visitors will be scared off by your bad attitude, and you'll end up with no more hits after that!
Make Friends
Like in real life, the more friends you have, the more popular you become. The same is with Piczo! Stop by random websites that you like and add them to your friends list. Apply to be people's affliates, sister sites and link exchanges. Eventually, you will get visits.
Advertise!
Sign people's shoutboxes and commentboards, join their contests and participate in their events. When people start seeing your name all over the comment board and contest entries, they're going to be bored and click on your link. Who knows, maybe they'll become a frequent visitor!
Be Unique, have good and different content
People love new things, especially when they get inspirations from it. You can be unique and attract new visitors! Start by adding graphics to your website that not many people have. Maybe you could add PNGs, or even go as far as to adding PSP wallpapers. Make contests, have crazy themed pages, whatever you can to stand out!

Every website needs this! Some sort of "fun" section where you can do contests and others games that are still related to the website. Everybody gets bored, and to keep people entertained you need lots of crazy and wacky games and ideas. (I suggest not using the over-used "Learn Japanese!" page. Come on now, nobody really learns Japanese through that thing!)
